Some clothes are made in a welfare state and some are not

This misses the point that some clothes are made in a welfare state, and some are not. That's more important to me than miles of travel. A BBC exposure of TNS Knitwear of Manchester, a sub-sub-contractor to Primark, shows the staff telling each other how to claim sickness benefit while working. There are free hospitals are within a mile of the factory: miles of travel to a hospital are more important.
